On April 26, 2023, Kyiv hosted the Forum of Anti-Corruption Officers “Keys to Transparent Recovery” organized by the Ministry of Communities, Territories, and Infrastructure Development with the support of UNDP Ukraine / UNDP in Ukraine.

At the event, the Ministry’s Strategy for Professional Development of Anti-Corruption Officers for 2023-2024 was presented, the latest trends and challenges of professional development of anti-corruption professionals were discussed, as well as opportunities for officers to receive professional education in Ukraine.

At the Forum, Oleksandr Okuniev, Chairman of the CGPA Board of Directors, presented a five-day training program for the Officers responsible for implementing the anti-corruption program (compliance officers), which we have been conducting since 2017. So far, 17 programs have been held, where more than 400 participants have been trained and received certificates.

Mr. Okuniev also drew the attention of the participants to the fact that CGPA has prepared and published 5 manuals on anti-corruption compliance, including manuals for the training program for persons responsible for the implementation of the anti-corruption program, the manual “Compliance for Small and Medium Businesses”, translated the Resource Guide to the US Foreign Corrupt Practices Act (FCPA) and the CIPE Anti-Corruption Compliance Manual (a guide for medium-sized companies operating in emerging markets). The two editions were published in 2022-2023.

For all those interested in implementing the best practices of anti-corruption compliance in their companies, all the above-mentioned manuals are freely available on the CGPA website.

During the forum, Oleg Lagodiyenko, Director of Ethicontrol and speaker of the CPGA training program for authorized persons on anti-corruption compliance, held a workshop titled “Towards a Culture of Openness through Work with Whistleblowers.”

Mr. Lagodiyenko spoke about the features and capabilities of the SpeakUp line, which can be introduced in a company to allow any employee to express concerns about misconduct within the company, such as cases of harassment, discrimination, abuse of power, bullying, fraud, corruption, or conflict of interest. Such a system is introduced when other reporting channels are not suitable, i.e., when a person wants to remain anonymous.

The forum was attended by more than 70 participants, including representatives of all subordinate structural units of the Ministry of Communities, Territories, and Infrastructure, as well as representatives of the National Agency for Corruption Prevention, the National Anti-Corruption Bureau of Ukraine, and compliance experts from the business sector.
