On 18-22 December 2023, the Corporate Governance Professional Association (CGPA) gathered specialists, professionals, and those who are just starting their steps in the field of anti-corruption compliance in Ukrainian companies and state institutions to undergo training and advanced training at the Anti-Corruption Compliance Training Program for Authorised Persons Responsible for Implementing the Anti-Corruption Program and Compliance Officers. The Program is implemented in constant and close cooperation with partners. This Training Program was supported by the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (Austria, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor).
The program was attended by representatives of the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Mininfrastructure) and state-owned enterprises and agencies under its jurisdiction, including compliance and anti-corruption specialists from Ukrzaliznytsia, the Service for Restoration and Development of Infrastructure of various regions, Odesa Commercial Sea Port, Lviv Airport, city and district councils, etc.
During the program, Oleksandr Okuniev, Chairman of the CGPA Board of Directors, in response to the question, “Why is it worthwhile and necessary to talk about anti-corruption compliance today?” noted that the events of recent years indicate an attempt to make a global turnaround of Ukraine from east to west. Such a turnaround can only be successful if there is a fundamental change in the general attitude toward the factors determining business success in the country. One of these factors is the attitude towards corruption, especially during this tough time of Russia’s full-scale invasion of Ukraine and the upcoming reconstruction of the Ukrainian economy.
Kateryna Datsko, Executive Director of the NGO “Foundation for Institutional Development”, said: “The way we talk about corruption plays an important role in shaping public opinion, which is crucial for anti-corruption reforms in Ukraine.”
The speakers of the program, namely Oleksandr Okuniev, Chairman of the CGPA Board of Directors, Olga Shenk, Partner of Dispute Resolution and Compliance Practice at CMS Cameron McKenna Nabarro Olswang in Ukraine, Pavlo Verkhnyatsky, Founder and CEO of COSA, Oleg Lagodiyenko, Director of Ethicontrol, representatives of the National Agency for Prevention of Corruption on the work of the Commissioners, Anna Fedorenko, UNDP Ukraine National Consultant on strengthening coordination of the work of anti-corruption commissioners to increase transparency and accountability of the recovery process in Ukraine, Oleg Polishchuk, Member of the Board of the National Association of Anti-Corruption Compliance, Kateryna Lysova, Program Director, Eurasia Centre for International Private Enterprise (CIPE),Kateryna Datsko, Executive Director, and Olena Karpova, expert of the NGO “Foundation for Institutional Development”, shared their achievements and experience.
The program participants successfully completed the training, passed the test and defended their group work. Upon completing the training, Igor Khrushch, a representative of the Khodoriv City Council, noted that the program was very active and intensive. He also stated: “Yes, it was the first time in my life that I heard the term compliance; it was like a space for me. Now, it is difficult for me to assess what information I have remembered and how well I have mastered it. It is very interesting, but at the same time it is also sad to realise that our country is at such a low level in terms of corruption, and the legislation is not very adapted to this. Now I realise that we have more than one year of work ahead of us.” Vasyl Chystiakov, Chief Specialist of the Corruption Prevention and Detection Department of the State Service of Ukraine for Transport Safety, noted that the program is an opportunity to deepen their knowledge of the compliance system and learn about current trends in their implementation. Olena Kotsiuba, Chief Anti-Corruption Officer of the Service for Infrastructure Restoration and Development in Khmelnytskyi Oblast, noted that it was very useful and interesting to listen to, participate directly in the discussion and solve the tasks set by the speakers of the program.
