The Center for International Private Enterprise (CIPE) operates as a non-profit organization. The Organization provides business association development, regulatory reform, entrepreneurship and management programs, and other political services. CIPE serves communities worldwide.
CIPE is one of the four core institutes of the National Endowment for Democracy, and an affiliate of the U.S. Chamber of Commerce. Founded by President Reagan in 1983, our work is every bit as vital today as it was back then. From the Cold War to the heyday of democratic expansion in the 1990s, to the recent democratic backsliding and rise of populism across much of the world, democracy has struggled. In recent years, violent extremism, economic migration, and escalating inequality have presented new global challenges. Democracy will continue to deteriorate if government institutions ignore real economic and social needs of its citizens.
CGPA was the implementer of a CIPE-funded pilot project training of officials from 40 mid-sized Ukrainian firms in anti-corruption compliance within the project “Supporting Urgent Reforms to Better Ukraine’s Business Environment (SURE),” funded by USAID (2015)
In 2014-2015 CGPA implemented a CIPE project “Boosting Investment Through Improved Anti-Corruption Compliance”. In 2015-2018 CGPA implemented a CIPE project “Strengthening Anti-Corruption Compliance in Ukraine”. Since 2019 CGPA has been the CIPE’s partner in the professional development of corporate directors and compliance officers in Ukraine. In 2021-2022 CGPA realized the CIPE Projects “Europe: Creating Enabling Environments for Constructive Capital, Phase III” and “Eurasia: Creating Enabling Environments for Constructive Capital, Phase III”.
CGPA and the Centre for CSR Development Ukraine (CSR Ukraine), supported by the Center for International Private Enterprise (CIPE), present the Company Transparency Index 2019, an assessment of Ukraine’s 100 largest taxpaying companies in 2019, as per the State Tax Service Data. The assessment analyzes the companies’ level of transparency in corporate governance and corporate social responsibility in 2019.
With the support of CIPE, a series of workshops was held in February and March 2023 to build trusting relationships with donors. The main focus of the events was on establishing and strengthening trust in the public volunteer and charitable sector of Ukraine through the introduction of sustainable transparency and accountability. These issues have become extremely relevant in the context of the war, as donor and charitable funding in Ukraine has increased significantly. Over 40 representatives of public and charitable organizations in Ukraine participated in the events.
In May 2023, CGPA, in cooperation with the Ukrainian Corporate Governance Institute and with the support of CIPE, conducted the Anti-Corruption Compliance Training Program for those responsible for implementing the anti-corruption program (compliance officers). The program’s partners were Ukrainian companies COSA, Ethicontrol, and YouControl, which are engaged in implementing anti-corruption compliance elements in practice. The program was attended by 30 representatives of public and private Ukrainian companies, the Ministry of Communities, Territories and Infrastructure of Ukraine and its subordinate institutions.
