13.06.2025Round table “OECD Standards for Municipal Enterprises” : how to make municipal enterprises modern, efficient, and accountable

On June 12, 2025, a round table discussion on “OECD Standards for Municipal Enterprises” was held in Kyiv, organized by the Professional Association of Corporate Governance (CGPA) in cooperation with the law firm Vasil Kisil & Partners and with the participation of the EU Anti-Corruption Initiative (EUACI).

The event was moderated by Taras Khavunka, Senior Advisor on Good Governance at the EU Anti-Corruption Initiative. The discussion was joined by: Oleksandr Okuniev, Chairman of the Board of Directors of CGPA; Volodymyr Igonin, Partner at Vasil Kisil & Partners Law Firm, Member of the Board of Directors of CGPA; Taras Sluchyk, Head of the “Cities of Integrity” and “Integrity-Based Reconstruction” components EUACI; Oleksiy Movchan, Member of Parliament of Ukraine; Maksym Libanov, Member of the National Securities and Stock Market Commission; Dmytro Novytskyi, President of the Association “Ukrvodokanalekologiya”; and Yulia Mincheva, Head of the Integrity Support Office of the Mykolaiv City Council.

The event brought together industry association leaders, leading lawyers, experts, and municipal reformers to discuss key issues in implementing corporate governance in the municipal sector in line with OECD standards.

During the discussion, participants sought answers to important questions:

  • Why should “municipal” not be synonymous with “inefficient”?
  • What corporate governance tools can be applied in municipal enterprises today?
  • How can international OECD standards enhance transparency, accountability, and investment attractiveness of enterprises?

💬 Taras Sluchyk, Head of the EUACI’s “Cities of Integrity” component, emphasized that supervisory boards of municipal enterprises are a real opportunity for management professionals to contribute to the country’s critical infrastructure, apply their experience, and influence the quality of services for communities.

💬 Oleksiy Movchan, Deputy Chair of the Verkhovna Rada Committee on Economic Development, presented a draft law on the mandatory implementation of corporate governance in critical infrastructure municipal enterprises. The document provides for:

  • the creation of independent supervisory boards;
  • the introduction of internal control systems;
  • transparent procedures for appointing management;
  • effective management of municipal property.

Proposals and comments on the concept can be submitted until the end of June to the following address: movchan_ol@rada.gov.ua.

The draft law is scheduled to be prepared in July and registered with the Verkhovna Rada in August 2025.
