It has been developed in response to the pressing challenges facing Ukrainian communities: the need to improve the efficiency of managing public utilities, to introduce modern corporate governance standards, to enhance transparency, accountability and professional oversight, and to prepare the municipal sector for reconstruction, European integration and the mobilisation of external funding.<\/p>\n<p style=\"text-align: justify;\"><b>21 representatives from 7 Ukrainian cities \u2013 Vinnytsia, Kremenchuk, Mykolaiv, Zhytomyr, Poltava, Khmelnytskyi and Chernivtsi<\/b> took part in the first module. The participants included deputy mayors, heads and specialists from city council departments, representatives of executive committees, and departments responsible for housing and communal services, infrastructure, transport, economic development, municipal property and other areas directly related to the management of the municipal sector.<\/p>\n<p style=\"text-align: justify;\">The aim of the program is not only to help city representatives understand the principles of corporate governance, but also to provide practical tools for implementing relevant approaches in the work of local authorities and municipal enterprises. The training is based on a practice-oriented \u2018learning by doing\u2019 approach \u2013 through the analysis of real-life case studies, group work, the simulation of management decisions, discussions of practical challenges facing cities, and the development of specific elements of policies and management documents.<\/p>\n<p style=\"text-align: justify;\">The first module focused on the role of the city as an owner, the fundamentals of corporate governance, the work of supervisory boards, the division of powers between the owner, the supervisory board and management, as well as the practical aspects of implementing corporate governance in municipal enterprises.<\/p>\n<p style=\"text-align: justify;\"><b>Taras Sluchik<\/b>, Acting Head of EU4Reconstruction (Strand 2), and <b>Oleksandr Okuniev<\/b>, Chair of the Board of Directors of the Corporate Governance Professional Association, addressed the participants with welcoming remarks.<\/p>\n<p style=\"text-align: justify;\">On the first day of the program, participants discussed the current situation and key challenges facing municipal enterprises, the role of the city as an effective owner, models and principles of corporate governance, as well as experience and best practices in implementing corporate governance at national and municipal levels.<\/p>\n<p style=\"text-align: justify;\">The second day of the first module was devoted to the practical aspects of implementing corporate governance: the role of the supervisory board in the management system of a municipal enterprise, the division of powers between the owner, the board and management, as well as a step-by-step guide to launching corporate governance, drawing on the practical experience of Ukrainian cities.<\/p>\n<p style=\"text-align: justify;\">The speakers and moderators for the sessions of the first module were <b>Oleksandr Okuniev<\/b>, Chair of the Board of Directors of CGPA; <b>Volodymyr Igonin<\/b>, partner at the law firm \u2018Vasyl Kisil &amp; Partners\u2019; <b>Yulia Mincheva<\/b>, adviser to the Mayor of Mykolaiv and consultant to EUACI; <b>Yuriy Martynyuk<\/b>, councillor of the Lviv City Council; <b>Dmytro Novytskyi<\/b>, President of the \u2018Ukrvodokanalekologiya\u2019 Association; <b>Sviatoslav Pavliuk<\/b>, Chair of the Supervisory Board of the municipal enterprise \u2018Lvivvodokanal\u2019; <b>Dmytro Vankovych<\/b>, Director of the municipal enterprise \u2018Lvivvodokanal\u2019; <b>Mykola Shiyan<\/b>, Chair of the Supervisory Board of the Lviv Municipal Enterprise \u2018Lvivsvitlo\u2019; as well as independent members of the Supervisory Board of the Mykolaiv Municipal Enterprise \u2018Mykolaivvodokanal\u2019 \u2013 <b>Andriy Gaidutskyi<\/b>, <b>Andriy Yefimov<\/b> and <b>Serhiy Shklyar<\/b>.<\/p>\n<p style=\"text-align: justify;\">During the training, particular attention was paid to practical issues: how a city can establish an ownership approach to municipal enterprises; how to define expectations regarding their operations; how to strike a balance between oversight and the autonomy of these enterprises; how a supervisory board operates; and what typical mistakes arise during the initial phase of implementing corporate governance.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The first module of the new program for local authorities has come to an end.
